Apple Small Business Program in 2026: What AI Founders Need to Know
The 15% commission program is still the single biggest fee reduction available to indie founders. Here's what changed in 2026 and what didn't.

Quick answer
In 2026 the Apple Small Business Program still gives a 15% commission rate instead of 30% to developers with under $1 million in annual proceeds. Enrolment is per developer account, covers all your apps, and must be completed in App Store Connect before the month you want the lower rate to apply. Crossing $1 million moves you to 30% for the rest of the year.
The Apple Small Business Program still runs in 2026 on the same terms it launched with: 15% commission instead of 30% for developers under $1 million in annual proceeds. What has changed is how many founders now qualify from day one, because AI builders have made shipping a paid app far cheaper.
The 2026 terms at a glance
| Item | Detail |
|---|---|
| Commission | 15% instead of 30% |
| Eligibility | Under $1m proceeds in the prior calendar year, across all associated accounts |
| Cost to enrol | Free (the $99/year developer membership still applies) |
| Applies from | First day of the month after approval |
| Covers | Paid apps and in-app purchases, including subscriptions from day one |
| Leaving the programme | Automatic for the rest of the year once proceeds pass $1m |
Why it matters more in 2026
Subscription apps built on AI builders typically launch with small, focused audiences and weekly or monthly pricing. At that scale the difference between keeping 70% and 85% of revenue decides whether paid acquisition or influencer campaigns break even. It also changes the maths on web sales, where you are comparing Apple's rate against Stripe's fees plus web checkout friction.
How to enrol, step by step
- Sign in to App Store Connect as the Account Holder — no other role can enrol.
- Go to Business > Small Business Program.
- Confirm eligibility and list any associated developer accounts.
- Check your Agreements, Tax and Banking details are complete, or the enrolment stalls.
- Submit. Approval is usually quick, and the rate starts the following month.

Second-year and threshold rules
Enrolment carries over year to year while you stay under the threshold. If you cross $1 million mid-year, the 30% rate resumes the following month and stays for the rest of the calendar year; you can re-enrol for the next year if proceeds drop back below. Apple measures proceeds, not gross sales, so the effective gross ceiling is higher than $1 million.
Before the rate helps you at all
The reduced commission only applies to money that flows through Apple's system. That means the app needs native purchases wired properly, not Stripe — the single most common cause of a 3.1.1 rejection among the wider App Store rejection reasons. If you are still deciding how to implement the purchase layer, compare the options in RevenueCat vs Adapty vs Wanilla.
